Crash Narrative-Guided Countermeasure Recommendation Using Large Language Models: A Retrieval-Augmented Generation Framework for Intersection Safety

This study introduces a retrieval-augmented generation (RAG) framework that uses crash narratives to recommend countermeasures for intersection safety. The framework extracts key attributes from crash descriptions and links them to evidence-based treatments, integrating methods like embedding-based retrieval and association-rule mining to generate site-specific recommendations. Evaluated on 312 crashes across 115 intersections in Florida, the framework achieved a precision of 0.82, recall of 0.85, and F1-score of 0.82, recommending an average of 3.91 countermeasures per location.
