On-Device Named-Entity Recognition: A Deployability Study of Accuracy, Cost, Reliability, and Confidence

This study evaluates the deployability of nine NER systems across three paradigms, focusing on accuracy, latency, and output validity. It introduces a silver gold standard for evaluation without human annotation and finds that a 4B instruct LLM is competitive in accuracy, while encoders offer better reliability and lower latency.
