Enabling Token-wise Importance Sampling in Off-Policy RLVR with Proximal KL Regularization

The paper explores token-wise importance sampling in off-policy RLVR, where the authors prove that under certain conditions, full future KL credit makes the exact proximal optimizer the update's unique stationary policy. The proposed Proximal KL method shows improvement over GRPO on several math benchmarks.
